The year 2009 was deadliest in Pakistan, since the US declaration of war on terror. The number of suicide bombings and the resultant death toll rose to new heights.  Quite frequently, fingers are pointed towards the Tehrik-Taliban Pakistan for being involved in such criminal activities. Nevertheless, a considerable majority in Pakistan deems it necessary to analyze the role of the much controversial private mercenary army, Black-Water or Xe, in providing impetus to the worsening security situation in the country. Answering to a Live Dialogue session on “Islamonline” the Director General of the Institute of Policy Studies, Khalid Rahman , have probed the nature of existence, involvement and consequences of the company in Pakistan.
