Dr Noel Khokhar is a retired major general (HI) holding diverse command, operational, and instructional experience as well as national and international experience in education and training.
His extensive career boasts remarkable achievements, including serving as Ambassador Plenipotentiary and Extraordinary of Pakistan to Ukraine, Executive Dean and Associate Professor at Forman Christian College University, Lahore, Director General, Institute of Strategic Studies, Chief Instructor, National Security and War Course, National Defence University (NDU), and Liaison Officer UN Peace Keeping Mission for the Democratic Republic of Congo.
Educationally, he holds a PhD in International Relations from NDU, complemented by master’s degrees from Kings College London and Quaid e Azam University and other qualifications from the UK, the USA, and France. Additionally, he has edited and co-edited significant publications: “Churches of Pakistan,” “Counterinsurgency and Counterterrorism: Sharing Experiences in Afghanistan and Pakistan,” and “Evolving Dynamics of FATA: Reflections on Transformation.”
Beyond his illustrious career, Dr Noel has also voluntarily served as President, Fazal Foundation, Member Board of Governors, Kinnaird College University for Women, Lahore, and Member Board of Advisors School of Strategic Studies, Lahore.
Honored with accolades like the Hilal e Imtiaz Military and Distinguished Alumni of Forman Christian College University, his multifaceted contributions reflect an unwavering commitment to education, diplomacy, and strategic leadership.
